التمكين السياسي للمرأة في العراق

Abstract

يهدف البحث الذي تناول موضوع التمكين السياسي للمرأة في العراق الى تسليط الضوء حول واقع وجود المرأة العراقية في المجال السياسي من خلال مدخل التمكين الذي يعد احد فروع التنمية البشرية التي تشكل ظاهرة تتداخل فيها الجهود المادية والبشرية بكل تفاصيلها الاجتماعية والسياسية والثقافية ، وتتحقق تلك التنمية بواسطة ادوات واجهزة متنوعة من قبل الدولة لخدة الناس والى الناس ، والتنمية بواسطة الناس معناها استثمار قدرة البشر سواء في التعليم أو الصحة أو المهارات المختلفة والتنمية من أجل الناس تشير بمعناها إلى كفاءة توزيع ثمار النمو الاقتصادي الذي يحققونه توزيعاً واسع النطاق ، وعليه فالتنمية البشرية عبارة عن صيرورة تؤدي إلى توسع الخيارات أمام الناس عبر وضع البشر في صميم عملية التنمية وجعلهم هدفها وموضوعها ، مثلما تدعو إلى حماية الخيارات الإنسانية لأجيال المستقبل والأجيال الحاضرة ، وتشمل هذه الخيارات الحياة الطويلة والصحة واكتساب المعرفة والتمكن من الموارد الضرورية للتمتع بمستوى عيش مناسب اذ تهدف التنمية البشرية إلى رفع متوسط العمر المتوقع للعيش وهذا يتطلب النهوض بالجانب الصحي ورفع مستوى المعرفة وتبين من خلال البحث ان نسبة المشاركة السياسية للمرأة في العراق بلغت 25% من المجموع الكلي لاعضاء البرلمان العراقي للدورة الحالية . This research aims to discuss the topic of political empowerment of women in Iraq and sheds light on the reality of the presence of Iraqi women in the political field through the entrance of empowerment, which is one of the branches of human development, forming a phenomenon that overlaps on material and human efforts in all its social, political, and cultural details, and that development is achieved byVarious tools and devices by the state to serve the people and to the people, and development by people means investing the capacity of human beings, whether in education, health or various skills and development for people, which in its sense indicates the efficiency of distribution of the fruits of economic growth achieved by widespread distribution. Therefore, human development is a process that leads to widespread choices among people by putting human beings in the heart of the development process and making them its goal and theme. As it calls for the protection of human choices for future generations and present generations. These options include long life, health, knowledge acquisition, and access to the necessary resources to enjoy a suitable standard living as human development aims to raise the life expectancy of living and this requires the advancement of the health aspect and to raise the level of knowledge. The research showed that the political participation rate of women in Iraq reached (25 %) of the total number of members of the Iraqi Parliament in its current session
